ENVIRONMENT NOISE
We are there working with industry and the local authority to measure noise complaint , assess its impact ,and advise on best ways to reduce its impact if required.
Assessments are done using BS4142 , PPG24 ,Planning conditions , World Health guidance and any other relevant guidance.
The object always is to identify the veracity of reported noise nuisance by sophisticated instrumentation used by experienced consultants who can determine what noise comes from where, and to advise on remedial measures if appropriate.
Where noise is found to emanate from third party source(s) we act for clients to convince the local authority environmental department of the offending party to protect the wrongly accused.
Where the source is verified we act to identify the problem sources ,usually by nightime survey using switch on/ switch off analysis to find the process items requiring noise reduction.Thus eliminating inadequate and inappropriate remedial measures.We monitor achieved results and report back to the local authority noise reductions gained.
We work closely with local authorities in cases where they have served NoiseAbatement orders to achieve compliance and to protect the client from punitive fines .

Workplace Noise
Physical Agents Health and Safety Legislation due July 2005 will require employers to manage the risk of excessive noise in the workplace.87 dBA will be the absolute maximum and in some areas even the best ear protection will not be sufficient and then the noise must be reduced.Surveys are required to identify areas affected and to advise measures to be adopted.Design and feasibility for noise control programmes are also undertaken.

Planning and Licensing
Often planners require noise impact assessments to support certain applications , sometimes it is to demonstrate that existing background sound levels will not be increased by the development , or they may wish for mitigating measures to be adopted that would then allow the consent.
Where entertainment and licensing come together , often we need to show that a building can be sound proofed to contain entertainment sounds within the building into the early hours.
We have both survey and design expertise and also practical manufacture and installation experience.

Peter has considerable acoustics experience with industrial and environmental noise , building services-including plant rooms and power generation noise control. He has a particular expertise for the practical solution and knowledge of acoustic solutions.
Strategic Advice
Peter is based in Yarm but projects are undertaken by the noise team across the whole of the British Isles and abroad too.
The noise team supports the design and manufacture of noise related solutions handled by Noise Technology Ltd company as well as assisting external companies , councils and government bodies
Project Experience
Transportation Roads
A66 Surtees Bridge A bridge replacement project across the river tees. This is partnership between Stockton Borough Council and the Highways Agency. Peter is advising the main contractor which is Nuttals Construction in order to comply with maximum noise levels agreed in a Section 65 licence.
Western Bypass A1 Newcastle . Peter has conducted Greenfield noise surveys in order to produce noise contours from traffic affecting a proposed new house build by Wimpeys at this location. The outcome was a design of a combination of earth mound and wooden fence noise barrier as well as extra sound insulation measures to certain houses affected by their location.
A19 Thirsk. Peter was responsible for conducting a 24 hour traffic noise survey to establish the NEC rating for a commercial development involving conversion of outbuildings to holiday cottages. Arising from the categorisation, mitigating measures were put forward for dwelling sound insulation enhancement.
Transportation Rail
A study was done for a developer with land adjacent to the High Speed train line serving the Edingburgh /Kings Cross service. The NEC categorization according to PPG24 together with mitigating enhancements as above ,as well as ground vibration appraisal and proposed vibration isolation proposals.
Leisure
All Weather Football .Peter has done several of these , usually for a report to assist with the planning consent .Having witnessed some that have had noise complaints in their operation Peter has knowledge about the noise issues that cause concern as well as some effective constructional details which considerably reduce the annoyance of the rattling wire fence associated with this type of facility.(ref schools at Cowdenbeath , Fife and Ormesby , Middlesbrough)
Entertainment in premises often adversely affects neighbors. Peter has a wide experience of controlling the intensity of sound firstly within the building by active sound level intensity measurement and control , and secondly by dealing with the weak areas of the building. The weak areas are usually windows, roof, doors and ventilation systems. The ways of dealing with these are well understood by Peter who has had many years of manufacture and supply and fix in these areas.
Motor Racing Peter was successful in countering a proposed noisy race track adjacent to residential property near Eaglescliffe ,Stockton on Tees.The plan was dropped after it was shown that the applicants supporting acoustic report was technically blatantly flawed , , yet it gave everyone else the impression of authenticity.
Industrial
This is Peters main area of experience with hundreds of examples of designs and techniques to quieten different machine/process types , such as;
Semi Acoustic Enclosure Electrical machines , gearboxes .drives , fan casings etc
Total acoustic enclosure with ventilation Diesel and Gas Turbine generators, pelletising and granulating machines , fans , compressors etc
Silencers various designs to cope with intakes and exhausts of compressors ,diesel engines and fans.
Plant rooms acoustic louvers, soundproof doorsets,fan assisted ventilation.
Control rooms in steel mills to exclude the noise , also in Power Stations.
Reverberation control in production areas and offices to reduce noise.
Very many different types of industry each with their own requirements for hygiene, service ability , access , durability and so on have been catered for from chocolate manufacture to the steel industry ,shipbuilding to textiles , quarrying to cigarette manufacture.
Environmental
Peter has dealt with several major environmental projects including noise from British Steel Sinter fans at Redcar works and similarly for an Essex flour mill. Both of these had two fan interaction causing the classic push me /pull you modulation or throb that is so annoying. The solution was in duct silencers and separation. Both of these operations were under pressure to shut down during the night as they caused Statutory Nuisance.
Recently Peter investigated a reported noise nuisance from a residential neighbour for a Plastic component manufacturer in Stockton. The source was identified and an overnight survey was conducted to test if the noise nuisance claimed was justified under an assessment method described in BS 4142.The outcome was that the firm was not guilty of a statutory nuisance but were advised to assist by silencing part of the noise, in the name of good neighbourly relations.
Building
Peter has had recent experience of architectural sound insulation problems associated with the failure of new buildings to meet the requirements of the latest Building Regulations Part E .Sadly neither the architects in general nor the builder in particular nor even the major partition supplier showed sufficient knowledge of noise transmission and its flanking paths to avoid the cost of sound insulation testing. There is a huge amount of work to be done in this area not only at the design stage but in the detail of the installation/building. Peter has done the Testing to ISO 140 for both airborne and vibration impact, he has supervised the build to ensure sound transmission paths are blocked and he has conducted rework to enable a failed test become good.
Schools and Building Services
Peter has recently been testing schools in Newcastle in order to produce data to satisfy BB93 .The ongoing project for PB Building will design eight schools to this acoustic standard. The design will look at faηade sound insulation , ventilation and internal sound insulation between rooms and spaces.
The modern wall panel party wall systems now available from some of the large building suppliers for good party wall sound insulation , bear remarkable resemblance to methods Peter has used over many years in schools. Eaglescliffe Comprehensive commissioned Peter to build a sound proof wall between the music hall and a classroom. Two sandwich panel walls were built independent of each other to achieve a very high value of sound insulation.
Urban Regeneration
The Scotswood Expo is to be a demonstration of the best practice in housing development. A baseline noise survey has been done by Peter on the site and a major industrial noise source of potential complaint has been identified. The report he produced tells the client about this and offers his wide industrial experience in order to reduce this for the success of the sites development. Certain other issues have been highlighted including, traffic noise mitigation, enhanced sound insulation for dwellings (both outside to in and between) and outside space screening by building layout and landscaping.
